Description
Occurs when a blacklist is published,
- if on the Certification Authority none LDAP revocation list distribution points are configured to publish the blacklist.
- if no delta revocation lists are configured, or
- when a publication of a basic blacklist is made.

The event occurs only when the Logging level has been set to 4 (CERTLOG_VERBOSE) or higher for the event log of the relevant certification authority.
